Ambitious or Ambiguous???

Rs. 200 crore  proposed to be allocated for launching Environmental Remediation Programmes from National Clean Energy Fund.
Rs. 200 crore proposed to be allocated for Green India Mission Sarva Shiksha Abhiyan Rs. 21,000 crore allocated, which is
  40 per cent higher than Budget for 2010-11.
 
All the facts , all the realities are lost in figures...!!! Where do we find the reality then? In the interiors of india...??? Ooops still to say..
.The "Bharat".. 
Whatsoever is our pace of development, whatsoever would be the numbers , however Big may be the amount declared for the future development ...the question still remains  
are we really developing sustainably?  Or we are just trying to be the mirror images of the West?

When i was reading the budget, atleast for the sake of it..i was satisfied to see the
CLIMATE CHANGE & ENVIRONMENT  to be mentioned as a separate identity, with an intention of treating it one. If we are saying we are developing , why are we still known to be a third world country ? Why are still BHARAT and INDIA as two varied entities..though we are geographically one?

The budget does seem to be
ambitious . It hypnotizes us with the  ambiguous picture of development. But then if that is the case where is Environment vanished from the whole drama?
Ironically speaking.... I would be more than happy to hear that “ i must have not read the budget properly”.....!!!! 


With the Himalayas retreating due to the warming, with the heat waves killing people in larger parts of the world, with the floods & tsunamis knocking at our doors, still can we continue developing without considering the environment?


Then why is it so, that our government begins to shiver when it comes to pen down the facts & figures about the catastrophic situation we are in? Why do  
sustainable/ environmental aspects   are still fidgeting to find a place in the such a significant document like BUDGET???

Declaring hefty cash subsidies is not the end of the game? Wether the amount reaches our poor farmers or not? The budget appears to show a concern about the  
agrarian INDIA , about the farmers, but then is it not invariably necessary to  monitor  the transfer of the same? 

We have all the state of the art malls but no electricity ...we have the entire of real estate booming..inviting huge investments but no infrastructure in place...we have multidimensional ambitions five year plans for development but never seen the dawn of reality due to corruption...we are 30% urban today and soon to be 60% without having solutions and facilities for the large chunk of the urban poor & their vulnerabilities?

  
With all these do we still have the right to even talk of development without addressing the fundamental errors?
So the budget for me still lies as only  
a well presented speech  which completely undermines the environment and core issues of  sustainable development..

  2. Very Nice reflection of your thoughts and views on budget.... !
    Also this is inspiring me to start writing what I thought, in the blog, regularly…..!
    You know, fundamental problem lies in our system itself. You can consider that system as social, political, educational, environmental, business or whatever it may be...We hardly given thought about the performance measurement or such indicators which shows our progress, weakness or the areas need to be addressed.. As you have rightly mentioned about 5 year plan.. no body is there in the country who is actually monitoring and maintaining the proposed projects and performance of our budget... our politicians and bureaucrats are interested in making new fresh budgets...which is hardly any connection with past performance. Since i know little bit about the current governance system..you know when they makes budget ..rupess 1 or 2 crore are valued as 1 or 2 rupees. Nobody thoughts a micro and mecrolevel planning when they actually design or propose something and make budget for them. During the actual implementation process our money gets filtered into the old age hollow pipe governance system.
    As my personal reflection on BHARAT or India .. We are living same as cavemen life..in the process of our education, we are grow in such a way that, we become too selfish to our self, family, friends or a person from whom we can get any benefit. When we turn to age 18,(right age for vote) we hardly know anything about our country our social system, our political system, our rights, duty and so many things...
    Unless and until we and our governance system do not think about any other thing as system in totality which itself is self sustainable, which have least externalities on environment and people and which is made for benefit of public and other lives...we will never be able to fill the gap between India and BHARAT.

  3. its a good point to be raised n put down very rightly coz its d fundamental problem of india as a developing country !
    corruption n no focus on important issues has been the trends for long time.
    i think we can never avoid any natural calamities but atleast we can be prepared with better infrastruture n better planning n certainly with better knowledge of what is essential to improve the environmental conditions.
    at the same time utilising the resourses wisely without exploiting would slove many problems, to begin with is the load shedding in some areas as against the undefinate use in mall as stated by you !
    all we need is a great mind n a great leader to take india to greater heights
    if people change their point of view from 'chal hai' to genuin concern we will definately find bharat in every bharatia

  4. A very good topic for a discussion. The entire problem lies in the system.Infrastructure planning is done to improve the current state but the vision lasts only for the current state. As a result India is always going to be a developing country.
    As for the environmental issues if people change their point of view and don't be selfish in utilization of resources then that would result to a great change. Observing an hour without power won't change much. Stringent rules need to be observed at higher.
    If people responsibly take initiative in developing the country rather than solely depending on the government then we could proudly say that we are leading the country towards a developed country.
